Skagit Transit receives Federal grants to fund part of our operations, therefore, most of our purchasing is subject to Federal Transit Administration (FTA) regulations. These procurement regulations, as well as many other rules, are contained in the current version of the FTA Master Agreement for Grantees that can be viewed at http://www.fta.dot.gov/documents/15-Master.pdf. The FTA also publishes a Circular (FTA C 4220.1F) that summarizes only the procurement rules contained in the Master Agreement. All of Skagit Transit's federaly funded Purchase Orders and Contracts over $2,500 must include the FTA terms and conditions commonly referred to as the Federal Clauses. Skagit Transit Purchase Orders contain a reference to the Federal Clauses, as well as other standard terms and conditions, that can be viewed by clicking on the PURCHASE ORDERS link. As a federal Grantee, Skagit Transit must have a DISADVANTAGED BUSINESS ENTERPRISE (DBE) POLICY, annual DBE Goals, and a CIVIL RIGHTS/TITLE VI POLICY in place. These policies and goals may be viewed by clicking on the links found in this paragraph. The Small Works Contractor Roster is an online small public works roster, following the statute RCW 39.04.155, that is shared by participating public agencies to search for eligible contractors and solicit bids for small works services, including construction, building, renovation, remodeling, alteration, repair or improvement of real property. This alternative to advertising for bids on each project under $300,000 saves public agencies money, as does sharing the maintenance costs of this service rather than operating individual rosters. Skagit Transit encourages you to join the MRSC's Small Works Contractor Roster by applying online at www.mrscrosters.org. Once registered, your company is eligible to receive bid notifications from public agencies searching for small works services.
