ROAD SUPERVISOR

 

REPORTS TO:                      Manager of Operations

SUPERVISES:                       Coach Operators; Dispatchers / Schedulers

FLSA STATUS:                     Exempt

TESTING STATUS:               Safety-sensitive; subject to DOT and FTA drug and alcohol testing regulations

PAY LEVEL:                          Level 8

 

JOB SUMMARY:      

Coordinates and monitors service and operator performance, investigates accidents and incidents; participates in operator training, dispatching, scheduling transportation services, and road supervision of transit services; supervises and evaluates the performance of assigned personnel.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Supervise and evaluate the performance of assigned personnel; monitor daily operations for adherence to established policies and procedures; ensure work is performed efficiently and according to appropriate guidelines, procedures and regulations
  • Perform various road supervision duties including time checks and on-board ride-alongs; observe and report safe/unsafe driving practices or conditions, rider relations and schedule adherence; counsel, motivate, and develop quality coach operators; perform periodic operator evaluations; administer discipline according to Agency policies; participate in hiring, transfer, termination and other employment decisions
  • Respond to and assist in the investigation of accidents and incidents; document accident scenes and interact with law enforcement officers; evaluate operators for fitness of duty
  • Supervise daily dispatching functions; monitor radio transmission between dispatchers and operators for information concerning daily operations and current road and traffic conditions
  • Perform appropriate investigations and reports regarding public comments
  • Promptly inform other departments regarding any accidents, delays, equipment failure, and other incidents that may affect service; receives and responds to operators concerns regarding working conditions and/or safety issues
  • Assist operations management team with the coordination of Dispatch, Fixed Route and Paratransit service
  • Availability to work all hours of operation, including evenings, weekends, and holidays;  subject to emergency call out 24 hours a day, as needed
  • Maintain regular and reliable attendance
  • Assist Fixed Route and Paratransit supervisors with daily dispatching functions; may be required to monitor dispatch operations when needed; respond to radio transmissions and keep operators advised of current road and traffic conditions when needed
  • Observe and report safe/unsafe driving conditions, rider relations and schedule adherence
  • Promptly report and record movement and locations of vehicles to inform other departments regarding any accidents, delays, and equipment failure
  • Operate any transit vehicle to cover system operations as needed
  • Provide accurate route and schedule information to telephone inquiries and make appropriate reports regarding public comments to include the investigation of rider complaints
  • Monitor Park & Rides to ensure public compliance with Park & Ride rules; arrange towing of unauthorized vehicles
  • Post Rider Alerts at bus stops and on vehicles
  • Maintain vehicle folders with current registration and insurance documentation
  • Maintain appropriate forms and supplies in the dispatch office and ensure coach operators are properly supplied
  • Assist in gathering assigned statistics
  • Perform other related duties as assigned

 

QUALIFICATIONS:

Any equivalent combination of education and experience that provide the knowledge, skills and abilities required to successfully perform the job. A typical way to meet this requirement would be:

 

  • High school diploma or equivalent
  • One year of work experience as a transit operator or dispatcher
  • Valid Washington State Commercial Driver’s License (CDL) Class B
  • Maintain acceptable driving record

 

DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES:

 

Knowledge of:

  • Standard transit and paratransit operating practices and procedures
  • Safety rules and procedures required in the transportation of the public
  • Bus routes, schedules, streets and locations within the agency’s service area
  • Map reading techniques

 

Ability to:

  • Report promptly efficiently and timely on all aspects of duties
  • Safely operate any transit vehicle under all conditions of weather, roadways, and traffic
  • Use sound judgment and act quickly, decisively, and effectively in various circumstances
  • Develop rapport with supervisors, managers, co-workers and the public
  • Communicate effectively and professionally, both orally and in writing, with employees at all levels of the organization, customers, vendors and contractors
  • Work day or evening shifts, weekdays, weekends and/or holidays as assigned; be on call as needed
  • Work effectively with the elderly and the handicapped
  • Understand the rules, regulations, and standard operating procedures of the organization
  • Understand, and carry out, assignments and instructions
  • Demonstrate strong internal and external customer service skills in order to meet the Agency’s expectations

 

  • Operate a computer using work processing, spreadsheet, database, e-mail and calendar software
  • Maintain confidentiality of sensitive data and information
  • Relate effectively to individuals of various cultural, ethnic, and social-economic backgrounds as well as individuals with special needs
  • Use courteous and professional telephone and e-mail etiquette
  • Adjust to frequent work schedule changes with as little as 24 hours of notice

 

PHYSICAL REQUIREMENTS:

Essential functions require the ability to sit in an office or transit vehicle; use legs to apply pressure for braking of transit vehicle; maintain full and complete use of hands and all limbs to operate vehicle controls and steering; maneuver approximately 350 pounds (passenger in wheelchair); climb, stand, walk, bend, stoop, crouch and kneel to inspect vehicle or assist passengers; push, pull or maneuver passenger mobility devices; lift approximately 30 pounds; maintain distance vision acuity of at least 20/40 (Snellen). Must perform simple grasping and fine manipulation to write; must bend and stoop. 

 

WORKING CONDITIONS:

Duties are performed in both indoor and outdoor environments. Work is typically performed sitting at a desk, or sitting while driving an Agency vehicle or riding a bus. While performing the duties of this job outdoors, the employee is exposed to adverse weather/traffic conditions, moving mechanical parts, fumes or airborne particles, and blood borne pathogens.  The employee is occasionally exposed to toxic or caustic chemicals and vibration.  Also subject to contact with verbally or physically abusive individuals. Work schedule will vary.  Must be able to work day or evening hours during the week or on weekends and holidays.
