JOB DUTIES/RESPONSIBILITIES:

Partner with the Director of Human Resources and Risk Management to plan, organize, implement, and monitor Skagit Transit’s safety, security, and risk management programs

Oversee the development and implementation of safety awareness and accident reduction programs

Serve as Skagit Transit’s Safety Officer and permanent consulting member of the Safety Committee, providing data, research, and recommendations on accidents, injuries, and exposures

Supervise the Skagit Transit Security department, including Safety Supervisors, and monitorization of the contracted security personnel

Oversee the Safety Data Sheet (SDS) and Bloodborne Pathogen Programs
-
Serve as Skagit Transit’s Claims Coordinator and collaborates with the Washington State Transit Insurance Pool (WSTIP) on safety audits, accident prevention, and risk management initiatives

Responsible for the procurement of safety equipment and devices

Collaborate with the Director of Human Resources and Risk Management to develop safety, training, and security budgets
-
Work as a primary member of the supervision team to respond to and help manage emergency situations
-
Collaborate with department heads to develop, maintain, and update Skagit Transit’s emergency management plan
-
Coordinate periodic emergency drills to ensure organizational preparedness
-
May be required to serve as a designated emergency responder during disasters and/or emergencies

Supervise the training department, including Safety Training Coordinators and Operator Trainers
-
Monitor and support driver trainee program to ensure trainees meet established performance standards and successfully fulfill all requirements of the initial training program

Oversee the planning and implementation of effective training programs for all staff
-
Ensure training programs comply with state and federal laws, regulations, and requirements
-
Coordinate the content and delivery of an annual agency-wide training curriculum

Assure training efforts are tracked and reviewed for effectiveness

Perform other related duties as assigned
MINIMUM QUALIFICATIONS:
Any equivalent combination of education and experience that provides the knowledge, skills and abilities required to successfully perform the job. A typical way to meet this requirement would be:

Bachelor’s degree in business or public administration, Occupational Safety and Health, Transportation Management, Risk Management, or related field

Five years of experience in transit operations or occupational health and safety and training, preferably in the public transit setting

Preferred possession of a valid Washington State Commercial Driver’s License (CDL) B with Air Brakes and Passenger Endorsements

Must possess and maintain valid first aid and CPR training certification
-
OSHA-30 certified within six months of assuming the position

Familiarity with WADOL, WADOT, FMCSA requirements, rules, and regulations
