Grants Manager

Summary:
This position serves as the Agency’s subject matter expert on Federal, State, and Local Grant programs. This position manages Skagit Transit’s Grant program. It has no supervisory duties, is not a part of the Executive or Leadership teams, but does participate in Executive team meetings where grant funding is on the agenda and during the annual budget development. Grant project inception, schedule, budget, and management is driven by Skagit Transit Executive team. The Grant Manager serves as support to assist in communicating available funding opportunities, as well as the project eligibility and funding requirements of the various programs. After award of funds, the Grant Manager performs all administrative requirements of the grant agreement, working with procurement to include grant requirements in the contract, project tracking, reporting, and invoicing.

Position Summary:

This position serves as the Agency’s subject matter expert on Federal, State, and Local Grant programs.

This position manages Skagit Transit’s Grant program. It has no supervisory duties, is not a part of the Executive or Leadership teams, but does participate in Executive team meetings where grant funding is on the agenda and during the annual budget development.

Duties and Responsibilities

  • Keeping current with transportation funding bills passed by federal and state legislatures, grant program regulations, requirements, and funding opportunities
  • Writing and submitting grant proposals (requests for projects are initiated by the Executive team)
  • Project administration
    • Reporting
    • Accounting
    • Funding invoice/draw documentation and submission
    • Project fund tracking
    • Agency liaison and contact with granting agencies
    • Responsible for submission of regulatory requirements to keep agency in good standing with grantors
    • SEFA preparation
    • Works directly with State and Federal Auditors concerning grant funding, reporting, and procurement of grant funded projects within the audit period
    • Maintains grant management software contact list as User Manager in FTA online Transit Systems and Washington State DOT grant management system

Qualifications

Any equivalent combination of education and experience that provide the knowledge, skills and abilities required to successfully perform the job. A typical way to meet this requirement would be:

  • Associate’s degree in finance, accounting, business, public administration or related field
  • 5 years of grant coordination experience
  • Prior experience with federal procurement desired
  • Completion of the Federal Transit Administration’s Orientation to Transit Procurement course within one year of employment

 

 

Salary and Benefits

Salary Range: $91,177.40-$117,684.33; dependent upon experience
